Can users import Issues under Issue security levels?

Since not all Jira users have permission to export Jira data, Jira Cloud Administrators should first grant the necessary permissions to use the Power BI Connector for Jira Cloud. This includes the ability to create, edit, watch, and export connectors for specific users or groups.

Once this permission is granted, Jira users can only export data to Microsoft Power BI that they have access to in Jira, based on their user roles and permissions.

Therefore, if a Jira user has access to issues under certain issue security levels, they will be able to export and view this data in Microsoft Power BI according to their Jira role and permissions.
