You must have the Jira Administrator rights to be able to carry out the installation. Please contact Jira Administrator to do it for you, OR you can send plugin installation request to your Jira admin directly from the Atlassian Marketplace.

Go to the Power BI Connector for Jira page-> Click Try It Free button → Request this app:
